Yeah deleting cookies doesn't do anything tally stays exactly the same.. The only way to vote more than once is either by using a different internet browser or a different computer.
I just checked the browser doesn't matter, the number still doesn't go up. Probably IP based where if you are on another browser/computer you get the illusion you are voting again(same as with clearing cookies) but it doesnt really count.

| It doesn't automatically count the vote, because it updates the numbers on an interval. But each vote DOES make a difference.
