It certainly can be partly attributed to the fact that he's still got timing issues to work on, and that appears to be something that is part of their focus. I think that he does have the arm strength to be an NFL QB. His problem is a mechanical problem that I feel certain will be addressed in Training Camp.&lt;/FONT&gt;&lt;P&gt;&lt;FONT size=3&gt;From what I saw, Cleo Lemon has a tendency to throw flat footed using only his upper body as the means of propelling the ball downfield. Lemon also seems to have a tendency to jump up in the air to throw over incoming lineman. Again in jumping up in the air, he has nothing to push off of with his feet and his passes tend to sail. &lt;/FONT&gt;&lt;P&gt;&lt;FONT size=3&gt;Lastly, I think that Cleo Lemon is thinking a bit too much in this mini-camp. He looked very quick. This team is DEEP this year, quarterback being the only exception. Garrard is light years ahead of Lemons. Even in this practice, there were some plays where he looked okay, and others where he didn't.  It's way too early to determine that he was a bad signing.  I think people need to let this play itself out and let's see what happens as he gets more time with a brand new system working with a brand new coaching staff. &lt;/P&gt;&lt;P&gt;Inconsistent play is par for the course at this point.  To expect him to be out there looking like an all pro is simply unrealistic.  This is especially true if you look at how our backups have looked in years past.  None of them were very impressive at this point in the process. But this certainly doesn't sit well with folks like me who didn't like the signing in the first place.  Personally I would have rather had a more experienced veteran.  I'm not going to throw Lemon any farther under the bus than I already have, but he's really got to show me something to prove to me it wasn't a bad move - and he's not necessarily getting of to a good start.  Even so, I'll give him a pass (pun completely intended) for summer but I'll be eager to see what he offers this fall.  It's only backup QB, but you never know.
